The state government is considering turning the former BHP site at Mayfield into a 1-billion dollar naval base.
It comes after plans for a container terminal at the site were effectively abandoned last month.
A Defence Force review in March concluded a second east coast base would be needed if Sydney's Garden Island was required to cater for growing commercial interests.
However, the review is favouring Brisbane over Newcastle for the second base.
