It's believed prison officers at Grafton Gaol have been offered transfers to Cessnock Correctional Centre, which will receive up to 180 relocated prisoners.
The state government has begun downsizing the Grafton facility, but many inmates are yet to be transferred due to a community picket line set up in front of the gaol exit.
Around 100 Grafton jobs are expected to be lost.
