Firefighters were called to Lawes Street at about 5.30am on Sunday, with the house sustaining significant damage before the fire could be extinguished.
A 28-year-old man was taken to Maitland Hospital in a stable condition with smoke inhalation and minor burns.
However two cats died in the blaze.
Detectives later arrested a 44-year-old man at Millers Forest.
